PARIS -- French President Jacques Chirac offered to his condolences to the French people, but unfortunately, he said, France will remain out of action for the remainder of the hostilities.
    "We are exhausted, let our captors -- whoever they are -- give our people mercy," said the President in an address to the French Parliament.
