Battlefield May Not Have Received Memo

KUWAIT CITY -- Described as a major communication failure, dozens of memos intended for the Iraqi battlefield by the Defense Department may have failed to reach their target.
    Key instructions apparently lost included demands that the coalition would only need a force of 60,00 troops and after fighting completed the country was to be relatively peaceful. Some were described as personally written by Secretary Rumsfeld and Deputy Secretary Wolfowitz.
    Analysts say that the communiqués may not have been received properly or may have been written in terms that the battlefield could not understand.
