ANNAPOLIS, MD -- President Bush outlined his plan to win the Iraq war in a speech Wednesday evening, saying that we might start winning the war at any moment.
    "Keep waiting. Maybe it will turn out OK," Bush told an audience of midshipmen at the U.S. Naval Academy in Annapolis, Maryland. "You never know with these things."
    Advisors say the nameless, amorphous enemy we face could make some fatal mistakes in the coming days. "Who knows? Anything could happen," said an administration official under condition of anonymity.
